& PRESS CONVENTION ON:
“ASIAN News, ASEAN Views”

Bangkok Action Plan 2005-2007

The 15th General Assembly and Press Convention on “ASIAN News, ASEAN Views” of the Confederation of ASEAN Journalists (CAJ), hosted by the Confederation of Thai Journalists (CTJ), were held in Bangkok from August 4-8, 2005, in conjunction with the celebration of the 30th Anniversary of the foundation of CAJ.

The region has gone through tumultuous changes in the past years. Efforts to recover from the economic crisis continue unabated. The tragedy caused by tsunami on 26th December 2004 has been felt throughout the world. The region has continued to strengthen cooperation to cope with a plethora of transnational issues at all levels. As such, the role of media in the region in disseminating truthful and timely information is the most pivotal.

The delegates attending the 15th CAJ General Assembly as well as representatives of CAJ’s member organizations- the Indonesia Journalists Association (PWI), the Lao Journalists Association (LJA); the National Union of Journalists Malaysia (NUJM); the National Press Club of the Philippines (NPC); the Singapore National Union of Journalists (SNUJ); the Confederation of Thai Journalists (CTJ) and the Vietnam Journalists Association (VJA) have come together and agreed as follows:

1- The CAJ will continue to carry on the recommendations in the “Hanoi Initiative 2003-2005” as a guideline to achieve the common goal of all the members organization;

2- On the unabated killing of journalists in the Philippines and the media co-optation tactic used by the government in some ASEAN countries, the CAJ members express deep concerns over such threats to press freedom in the region;

3- With the ethnic and religious conflicts throughout the region, the CAJ urges the journalists to be impartial and act in accordance with the highest standard of code of ethics in promoting stability and peace;

4- The CAJ is committed to establish an emergency fund to provide assistance for journalists have suffered from recent disasters such as the December 26 tsunami and others conflict situations;

5- Recognizant of the great contribution of our strategic partners, CAJ would like to express the highest appreciation to the Nihon Shimbun Kyokai (NSK) for its continuing support of the NSK-CAJ fellowship program. We are grateful to the tireless effort of the All China Journalists’ Association (ACJA) in promoting closer ties with each CAJ affiliate. Finally, CAJ welcomes the effort of the Journalists Association of Korea to increase co-operation with CAJ;

6- Recognizing the solidarity of ASEAN member countries, CAJ will continue to be open to the membership of the journalist organizations in Brunei, Myanmar and Cambodia;

7- Responding to the above concerns and proposals expressed and adopted by CAJ members, the CAJ will establish a “CAJ Action Group” comprising of one representative from each member organization to examine and identify priority issues and draw up an appropriate framework to increase CAJ efficiency in dealing with the dynamism in the region and the world. CTJ will host the inaugural meeting and subsequent ones as necessary to fullfil the task;

The CAJ leadership calls on CAJ affiliates and ASEAN media to fully implement the Bangkok Action Plan designed to promote the cause of freedom of expression, mutual understanding, cooperation and development, and to maintain regional peace and prosperity.
